The other Peoria-specific factor is proximity to the Agua Fria and the wash system. Homes near the drainage corridors deal with ground that is already saturated when the storm arrives, which makes where the downspout discharges matter far more than the gutter itself. That is usually a drainage conversation, not a gutter one.
